As Unidades de Proteção e Incremento Ambiental são "o conjunto de áreas destinadas à preservação e proteção do patrimônio ambiental, que tem como principais atributos remanescentes de Mata Atlântica e outras formações de vegetação nativa, arborização de relevância ambiental, vegetação significativa, alto índice de permeabilidade, existência de nascentes, dentre outros atributos que prestam relevantes serviços ambientais, como a conservação da biodiversidade, o controle de processos erosivos, de inundação, a produção de água e a regulação microclimática" (LC 082/2018). As UPIAs de categoria II são "são as áreas cobertas por fragmentos da mata atlântica, destinadas à proteção de ecossistemas naturais, devendo o seu território ser transformado em Unidade de Conservação" (LC 082/2018).
